  1. Step 1: Prime the floor.

    1-2-3 Primer by Zinsser will basically stick to anything.

    If you don't glue down the vinyl, it can be easily removed it if doesn't come out how you want it to.
  2. Step 2: Paint the floor.

    Use the same color as your walls to show through the spaces in the pennies once laid down. , Use the newer pennies for the desired pattern, making sure to put them in tails-up.

    Start with the design in the middle of the floor, and fill in the rest of the space with the older pennies placed heads-up. , Use compact cement which goes on white but dries clear with a paint brush. , Cabot Spar Varnish is a marine varnish used for indoor/outdoor areas with high humidity, and works well for this purpose.

    Use three coats over three days. ,
