How to Create a Spinning Effect With Photoshop

Step-by-Step Guide

   Step 1: Open the desired image.

   Select the Pen Tool and set to Paths.
   
   Create a spiral around subject.
   
   Hold the mouse button down as you do so to create a blended effect.

   Step 2: Create a new layer.

   Select the Brush Tool, choose the size and style, and set the color to white. , Select the Pen Tool and right click.
   
   Choose Stroke Path (the simulate pressure must be selected).
   
   Press the right click and select Delete Path (or press the Delete button on your keyboard to delete the Path). , Then, adjust the Blend mode, Opacity and Size.
   
   After that, select Eraser Tool to create a spiral effect. ,

   Step 3: Create a new layer.

   Step 4: Go to Layer>Layer Style>Outer Glow>Select color for the outer glow.
