Step-by-Step Guide

  1. Step 1: Boot up Photoshop.

    Be sure that white is your background and black is your foreground.
  2. Step 2: Start a new image.

    500 X 500 is a good start. , Keep repeating that by pressing Ctrl+f until you have a look that you like. , Give it the settings that you see in the screenshot.

    Be sure that the 'crosshairs' in the Blur Center box are centered, as well. ,,, Adjust the settings until you have it the way you want. ,
  3. Step 3: Go to Filter >> Render >> Difference Clouds.

  4. Step 4: Go to Filter >> Blur >> Radial Blur.
