    There should be a line which says "Lock the Taskbar" this will most likely be already ticked.

    Proceed to un-checking this by left clicking. , Simply left click and hold on the task bar, dragging it to any edge you would like to have it.

    An outline will appear showing you a small preview of how it will look. , Lastly to stop the taskbar being moved accidentally right click on the bar and click "Lock the Taskbar" again making sure it is checked again. ,
