How to Play Videos at a Lower Quality on an iPhone when Using Cellular Data
Open your iPhone’s Settings., Scroll down and tap TV., Slide Use Cellular Data for Playback to the On position., Tap Cellular., Tap Good.

Step 1: Open your iPhone’s Settings.
This is the grey icon with gears on the home screen. -
Step 2: Scroll down and tap TV.
This is about halfway down the page. , The button will turn green.
This allows you to watch videos in the TV app using your phone's cellular data when WiFi is not available. , This is listed under the Playback Quality header. , This will reduce the quality of the videos streamed through the TV app, lowering the data usage and increasing loading speeds.
This setting only works for video played through the iPhone’s TV app.
You can also tap Purchases and Rentals, and select Standard Definition to reduce quality if you are streaming the content (data usage is not applicable if the content is downloaded).
YouTube does not allow iPhones to adjust the the video quality when streaming over cellular data.The adjustments are made automatically. -
