Step 1: Download and install Partition Assistant
On the main interface it will list your disk and partition configuration.
As you see the system(C:) is too small but the data partition (E:) is large enough, therefore we could allocate some space from e: to C:. -
Step 2: launch it.
,, In the pop-up window point mouse at the right handle, when it become "Cross" drag it rightwards to add the unallocated space into.
Then click "OK". , -
Step 3: Right-click data partition(E:)

Step 4: select "Resize Partition"

Step 5: in the pop-up window

Step 6: point mouse at the left handle

Step 7: when it become "Cross" drag it rightwards to release some unallocated space

Step 8: then click "OK".

Step 9: Then it will back to main interface

Step 10: you could view there's an unallocated space behind the system partition (C:)

Step 11: Right-click system partition (C:)

Step 12: select "Resize Partition".
